You are absolutely right! I would like to add that this cultural difference you pointed is present also among the different Latin American countries. 
Geography and weather can influence the way different cultures use this "triangle". In my experience, countries or cultures that live in colder weather tend to respond more directly to questions than those who live in warmer places. The same thing happens with cultures surrouded by mountains and those that live in plain areas; the first ones tend to respond less directly than the second.

Also, what documents should I ask for if a LEGAL immigrant wants to rent from me? I want to secure proof of their citizenship or right to be in the U.S.
